PIRACY IN CHINA WATERS.
Amendrents to O.D.C. Kemo. No. 585-M (DRAFT).

In view of the extensive alterations to 0. D. C.
Draft Memorandum No. 585-M suggested by the Admiralty and War Office representatives on the Committee, the following
amondments are circulated for consideration.
2. It will be observed that it is now considered
undesirable at the present stage to encumber the
recommendations of the Committee with too much detail.
3.
Paragraph 6. The following to be substituted for the first sentence "Since the above.. being continued":·

Since the above decision was communicated to the Shipping Companies persistent representations have been made by the ship owners to bring about a reversal of the Cabinet decision. The Valuable time expressly
provided by His Majesty's Government to enable the shipping Companies to find a suitable substitute for the regular guards was thus lost, and the ship owners have laid themselves open to the accusation that they cherished the hope that inaction and
procrastination in
formulating a new scheme for the internal protection of shipping after the 31st March next might result in the provision of regular guards being continued".
Add following to the paragraph after "last month":
* Meanwhile serious disorganization of the British naval and military forces in the Far East has been caused by the provision of anti- piracy guards. The Navy cannot provide detachments for this purpose without immobilising ships, while the training and efficiency for war of military units are seriously affected by the constant absence of large numbers of N.C.Os and men".
